Sintesi

Il rapporto di benchmarking 2013 redatto dalle Camere di Commercio dell’Arco Alpino italiano nel progetto “Alps Benchmarking” intende consolidarsi come strumento condiviso di analisi e riflessione. Alps Benchmarking è un’iniziativa fondata sulla collaborazione fra province geograficamente e strutturalmente affini, disponibili a mettere in comune esperienze per individuare progettualità che possano rafforzare - attraverso l’azione di rete - l’economia alpina. L’attività di collaborazione si è avviata all’inizio del 2012 ed è andata rafforzandosi, promossa dalla Camera di Commercio di Sondrio e condivisa dalle altre Camere di Commercio Alpine, da Aosta, a Belluno, Bolzano, Cuneo, Trento e Verbano-Cusio-Ossola, con una crescente attenzione e interesse. Grazie al report di benchmarking condiviso si intende proporre e sviluppare in modo progressivo il benchmarking territoriale in modo da integrare nelle analisi una dimensione comparativa oggi necessaria per interpretare dinamiche sempre più globali

Sviluppando quanto già realizzato nel primo anno di collaborazione, tenendo conto di quanto già fatto dalle singole Camere di Commercio e consolidando la collaborazione nella condivisione di indicatori e analisi, l’obiettivo è poter trarre dal confronto elementi reciprocamente utili nella soluzione di problemi che accomunano i territori. A questo si aggiunge la possibilità di estendere e approfondire il patrimonio informativo in modo da dare ai decisori pubblici strumenti conoscitivi di cui tener conto nella implementazione di scelte di politica economica da adottare.

Il rapporto 2013, come il precedente, è articolato in due parti:
1) La prima parte, di tipo più quantitativo, racchiude un’analisi comparativa della performance dei diversi territori per area: Società, Istituzioni, Economia, Infrastrutture, Ambiente e territorio. Ricordiamo che, così come suggerito dallo Statuto Comunitario per la Valtellina da cui si è tratta ispirazione, si tratta di aree che considerano gli aspetti complementari di un sistema socioeconomico:
Società: con riferimento particolare alla disponibilità di reti di protezione e supporto, anche da parte di organizzazioni di società civile, nelle diverse fasi della vita individuale e sociale (codificate in modo specifico in infanzia, anziani, posto di lavoro) e la tematica della scuola;
Istituzioni: per valutare lo stato e l’efficienza erogativa dei servizi offerti a cittadini e imprese; Economia: per offrire un quadro relativo ai caratteri dell’economia locale, sia con indicatori di sintesi, sia con riferimento a temi specifici, dall’imprenditorialità all’innovazione, turismo e credito; Infrastrutture: per considerare l’uso e la dotazione delle infrastrutture, includendo anche il tema energia; Ambiente e territorio: l’uso del territorio, il mutamento dei fattori di rischio e la qualità ambientale. In questa prima sezione del rapporto vengono confrontate le performance delle aree alpine italiane fra loro e offerti alcuni confronti del complesso dell’area (qui chiamata Area Vasta) sia con il Nord Italia sia con la media nazionale. Si individuano anche punti di forza comuni alle aree alpine, come la qualità della vita e l’elevata produzione di energia elettrica e specificità locali (l’apertura internazionale in aree quali Belluno e Cuneo, per esempio).
2) La seconda parte del rapporto ha una connotazione più qualitativa; infatti raccoglie le esperienze che sono state raccolte su tematiche di interesse comune. Si tratta di esperienze analizzate per considerarne le condizioni di riproducibilità e i possibili adattamenti in altri contesti, prevedendo una possibile estensione anche a livello europeo. Dall’avvio del progetto di collaborazione fra le Camere alpine approfondimenti sono stati condotti sul tema dell’agroalimentare, in particolare sul lattiero caseario, delle esperienze volte a favorire l’apertura internazionale, approfondimenti sulla filiera bosco legno, sul turismo e sull’acqua ed energia da fonte idrica. Sono così state qui raccolte e catalogate le esperienze collegate e le prime progettualità emerse a seguito dell’azione congiunta per rafforzare la massa critica e sviluppare sinergie.
Dall’analisi di dati quantitativi integrati e dalla condivisione di esperienze qualitative e dalla collaborazione fattiva, diventa possibile e strategico disegnare nuove progettualità, a geometria variabile, anche di dimensione internazionale, per rafforzare la competitività dei territori alpini, in un quadro globale.

Executive Summary

The 2013 edition of the benchmarking report drafted by the Italian Alpine Chambers of Commerce belonging to Alps Benchmarking aims at strengthening its role as shared tool for analysis.

The Alps Benchmarking initiative is based on collaboration among geographically and structurally similar provinces that are pooling their experiences and forming a network in order to devise initiatives to strengthen the Alpine economy. This cooperation started in 2012 and has been growing since then, promoted by Sondrio Chamber of Commerce and shared by other Alpine Chambers, with a growing attention and interest. Thanks to the benchmarking report, a comparative dimension in territorial analysis is progressively reinforced thus being very important in order to look at ever more global dynamics.

Moving on what had already been realised in the first year, as well as taking account of what each Chamber has been carrying out by sharing data and analysis, the objective is to develop mutually beneficial solutions to problems that are common to all of the regions and provide public decision-makers with detailed information that can be used to make political and economic decisions.

Like the previous one, the 2013 report is divided into two sections: The first section - more quantitative - includes a comparative analysis of the performance of the different regions with a view to the following areas: Social Aspects, Institutions, Economy, Infrastructure, and Environment and Land. These various areas look at interrelated aspects of a socio-economic system, as suggested by the Statuto Comunitario per la Valtellina: Society: gathering information on the availability of protection and support networks (including private sector organizations) during critical stages for individuals and groups (children, elderly, employment), and relating to education. Institutions: info on the status and efficiency of services offered to citizens and businesses. Economy: developing an overview of the various characteristics of the local economy, including performance indicators for the system as well as business, innovation, tourism and credit. Infrastructure: the aim would be focusing on the extent of use of the infrastructure rather than its features (which change slowly), including energy aspects. Environment and Land: land use dynamics, changes in risk factors, and environmental quality. What is more, the first section of the report compares the performance of the entire region (referred to as the Area Vasta) with that of Northern Italy, as well as the national average. This allows to point out certain strengths, such as quality of life and a high level of hydroelectric power production, as well as international openness in Belluno and Cuneo).

The second section is more qualitative; it presents a range of best practices on issues of shared interest. These are analyzed in terms of potential for reproducibility, and evaluated for possible adoption in other settings, keeping open a possibility for expansion on a Europe-wide level. Since the inception of the joint project among Alpine Chambers of commerce, meetings have been regularly held on the topic of dairy food and strengthening presence in foreign markets; a thorough study of the woodland-wood-energy production cycle, a study about tourism, and hydroelectric energy have also been carried out. This report accounts for the related experiences and the first projects arising from joint action to strengthen critical mass.

Combining quantitative analysis with sharing of best practices as well as active cooperation allows for the identification and development of new projects, including international opportunities aiming at strengthening alpine competitiveness in a global context.

Le rapport 2013 de benchmarking rédigé par les Chambres de Commerce de l’arc alpin italien dans le cadre du projet « Alps Benchmarking » entend se consolider comme instrument commun d’analyse et de réflexion. Alps Benchmarking est une initiative fondée sur la collaboration de provinces présentant des affinités géographiques et structurelles et disposées à partager leurs expériences en vue de définir des projets pouvant renforcer l’économie alpine grâce à un réseau d’actions. Cette collaboration a démarré au début de l’année 2012 et s’est renforcée sous l’égide de la Chambre de commerce de Sondrio avec la participation des autres Chambres de commerce alpines, de Aoste à Belluno, en passant par Bolzano, Cuneo, Trente et Verbano-Cusio-Ossola, suscitant une attention croissante et un grand intérêt.

En s’appuyant sur le rapport de benchmarking commun, l’intention est de proposer et de développer progressivement un benchmarking territorial afin d’intégrer dans les analyses une dimension comparative, nécessaire aujourd’hui à l’interprétation de dynamiques de plus en plus globales.

En développant ce qui a déjà été réalisé au cours de la première année de collaboration, en tenant compte de ce qui a déjà été fait par chacune des Chambres de commerce et en renforçant la collaboration à travers le partage d’indicateurs et d’analyses, l’objectif est de pouvoir tirer de cette comparaison des avantages réciproques en termes de résolution des problèmes communs aux territoires. À cela s’ajoute la possibilité d’étendre et d’approfondir le patrimoine d’informations afin de fournir aux décideurs publics des outils de connaissance à prendre en compte dans la mise en œuvre de leurs choix de politiques économiques à adopter. Ce rapport, comme le précédent, est divisé en deux parties:

1) La première partie, qui met davantage l’accent sur l’aspect quantitatif, consiste en une analyse comparative de la performance des différents territoires divisés en secteurs : société, institutions, économie, infrastructures, environnement et territoire. Rappelons qu’il s’agit, comme le suggère le Statut communautaire pour la région Valtellina qui a servi d’inspiration, de secteurs qui comprennent les aspects complémentaires d’un système socioéconomique:

Société: en particulier concernant les réseaux de protection et de support prévus, y compris de la part des organismes de la société civile, durant les différentes phases de la vie individuelle et sociale (codifiées de manière spécifique par enfance, personnes âgées, emploi) ainsi que le thème de l’école; Institutions: pour évaluer l’état et l’efficacité des services offerts aux citoyens et aux entreprises; Économie: pour un cadre concernant les caractères de l›économie locale avec des indicateurs de synthèse mais également une attention à des thèmes spécifiques comme l’esprit d’entreprise, l’innovation, le tourisme et le crédit ;

Infrastructures: l’objectif tend à considérer davantage l’usage que la disponibilité des infrastructures en incluant également le thème de l’énergie; Environnement et territoire: l’utilisation du territoire, la mutation des facteurs de risque et la qualité environnementale. Cette première partie du rapport compare les performances des régions alpines italiennes entre elles ainsi que l’ensemble de ces dernières (appelé ici Grande Région) tant avec l’Italie du Nord qu’avec la moyenne nationale. On observe des atouts communs aux régions alpines, comme la qualité de vie et l’importante production d’énergie électrique, ainsi que des spécificités locales (l’ouverture à l’international dans des régions comme Belluno et Cuneo, par exemple). 2) La seconde partie du rapport a une connotation plus qualitative ; en effet, elle rassemble les expériences qui ont été recueillies sur des sujets d’intérêt commun. Il s’agit d’expériences analysées afin d’évaluer les conditions de reproductibilité et les éventuelles adaptations à d’autres contextes – en prévoyant leur possible extension y compris au niveau européen. Depuis le début du projet de collaboration entre les Chambres de commerce alpines, des approfondissements ont été effectués sur les thèmes de l’agroalimentaire, en particulier le secteur laitier-fromager, de la filière forêt-bois, du tourisme, de l’eau et de l’énergie hydraulique. Des expériences ont également été menées visant à favoriser l’ouverture à l’international. Les expériences et les premiers projets ébauchés suite à l’action commune visant à renforcer la masse critique et à développer des synergies ont donc été collectés et catalogués ici. À partir de l’analyse de données quantitatives intégrées, de la mise en commun d’expériences qualitatives ainsi que d’une collaboration efficace, il devient possible et stratégique de dessiner de nouveaux projets, à géométrie variable, y compris à l’international, afin de renforcer la compétitivité des territoires alpins dans un cadre global.

Das Benchmarking-Verhältnis (2013), das von den Handelskammern der italienischen Alpenregion im Projekt „Alps Benchmarking“ verfasst wurde, möchte sich als gemeinsam genutztes Instrument zur Analyse und zur Überlegung festlegen. Alps Benchmarking ist eine Initiative, die auf der Zusammenarbeit zwischen den Provinzen basiert, welche geografisch und st r u k t u r e l l m i t e i n a n d e r Ve r w a n d t u n d d a z u b e r e i t s i n d , s i c h d i e E r f a h r u n g e n z u t e i l e n , u m p l a n e r i s c h e F ä h i g k e i t e n a u s z u m a c h e n , die im Stande sind, durch ein Netzwerk, die Alpenwirtschaft zu stärken. Die Zusammenarbeit, die Anfang 2012 begann und sich langsam gefestigt hat, wurde von der Handelskammer Sondrio und von den anderen Alpen-Handelskammern geteilt, von Aosta bis Belluno, Bozen, Cuneo, Trient und Verbano-Cusio-Ossola, mit wachsender Aufmerksamkeit und Interesse. Dank dem gemeinsam genutzten Benchmarking Report, möchte man auf progressive Weise das territoriale Benchmarking vorschlagen und entwickeln, um in die Analyse eine vergleichende Dimension miteinzubinden, die heutzutage notwendig ist, um immer globalere Abläufe interpretieren zu können.

Mit der Entwicklung dessen, was schon im ersten Jahr der Zusammenarbeit entstand, mit der Einbindung dessen, was die einzelnen Handelskammern getan haben und mit der Konsolidierung der Zusammenarbeit, indem Indikatoren und Analysen untereinander zur Verfügung gestellt werden, liegt das Ziel darin aus der Gegenüberstellung wechselseitige Lösungen für Probleme zu erlangen, welche die Territorien gemeinsam haben. Hierzu kommt noch die Möglichkeit, das Informationsgut zu erweitern und zu vertiefen, um den öffentlichen Entscheidungsträgern Erkenntniswerkzeuge zur Verfügung zu stellen, die in der Implementierung der Entscheidungen in Sachen Wirtschaftspolitik zu berücksichtigen sind.

Der neue Bericht ist, wie der vorherige, in zwei Teile artikuliert: 1) Der erste Teil, der eher eine mengenmäßige Natur besitzt, beinhaltet eine Vergleichsanalyse der Leistung der verschiedenen Territorien nach Gebiet: Gesellschaft, Institutionen, Wirtschaft, Infrastrukturen, Umwelt und Territorium. Wir weisen noch einmal darauf hin, dass es sich hierbei um Gebiete handelt, welche die ergänzenden Aspekte eines sozioökonomischen Systems berücksichtigen, so wie es vom Gemeinschaftlichen Statut für die Valtellina, von dem man sich hat inspirieren hat lassen, vorgeschlagen wird.

Gesellschaft: Mit besonderem Bezug auf die Verfügbarkeit von Schutz- und Unterstützungswerken, auch von Seiten der Organisationen der Zivilgesellschaft, in den verschiedenen Phasen des Lebens eines Individuums und in der Gesellschaft (spezifischem bezogen auf Kinder, Rentner und Arbeitsplätze) und dem Thema Bildung; Institutionen, zur Einschätzung des Zustandes und der Qualität der Dienstleistungen, die den Bürgern und den Unternehmen geboten werden; Wirtschaft: Für ein Bild das sich auf die Eigenschaften der lokalen Wirtschaft bezieht, sowohl mit zusammenfassenden Indikatoren als auch mit Bezug aus spezifische Themen, vom Unternehmertum, bis hin zur Innovation, dem Tourismus und dem Kredit.

Infrastrukturen: Hierbei ist das Ziel mehr die Nutzung als die Ausstattung der Infrastrukturen, einschließlich dem Thema Energie, zu berücksichtigen; Umwelt und Territorium: Die Nutzung des Territoriums, der Wechsel der Risikofaktoren und der Qualität der Umwelt.

In dieser ersten Sektion des Berichtes werden die Leistungen der Alpenregionen in Italien untereinander verglichen und es werden einige Gegenüberstellungen der Gesamtheit des Gebietes (hier Großgebiet genannt), sowohl mit dem Norden Italiens als auch mit dem nationalen Durchschnitt, geboten. Es werden auch Stärken ermittelt, die die Alpengebiete gemeinsam haben, wie zum Beispiel die Lebensqualität und die starke Energieerzeugung und einige Spezifitäten (die internationale Eröffnung in Gebieten wie Belluno und Cuneo, zum Beispiel).

2) Der zweite Teil des Berichtes hat eine eher qualitative Kennzeichnung; er sammelt nämlich die Erfahrungen, die in Bezug auf Thematiken gesammelt wurden, welche im allgemeinen Interesse liegen. Es handelt sich um Erfahrungen die analysiert wurden, um die Zustände zur Wiederholbarkeit und die möglichen Anpassungen an andere Kontexte zu berücksichtigen, mit Voraussicht einer möglichen Erweiterung auf europäischer Ebene. Seit der Anbahnung des Zusammenarbeitsprojekts zwischen den Handelskammern der Alpen wurden mit Bezug auf das Thema Agrar- und Nahrungswesen Vertiefungen vorgenommen, diesichaufdieProduktionsketteHolzundWald,aufTourismusundaufEnergiegewinnungdurchWasserkraftbeziehen. So wurden hier die Erfahrungen gesammelt und katalogisiert, die miteinander verbunden sind und die ersten Planungen, die aus dem gemeinsamen Wirken zur Stärkung der kritischen Masse und der Entwicklung von Synergien hervorgegangen sind.

Aus der Analyse mengenmäßiger, integrierter Daten, aus der gemeinsamen Nutzung qualitativer Erfahrungen und aus der tatkräftigen Zusammenarbeit entsteht die Möglichkeit und die Strategie, neue planerische Fähigkeiten zu entwerfen, auch internationalen Maßes, welche eine wechselhafte Geometrie vorweisen, um die Konkurrenzfähigkeit der alpinen Territorien in einem globalen Gesamtbild zu stärken.
